How to File Your MCS-150 Biennial Update and Verify Your USDOT Record

An MCS-150 biennial update is an important step in maintaining accurate federal USDOT registration information.

The form records the company’s legal identity, contact details, operations, power units, drivers, and mileage.

Before filing, the company should confirm its deadline, check whether a recent accepted update already satisfies the requirement, and identify any changes that need additional documentation.

FMCSA’s Motus transition and 2026 temporary enforcement suspension make that review especially important.

What Is an MCS-150 Update?

The MCS-150 is the Motor Carrier Identification Report.

It is used for the normal biennial update and applicable changes to an existing USDOT registration.

It does not renew UCR or automatically activate revoked operating authority.

Step 1: Find the Correct USDOT Number

Locate the number assigned to the legal business.

Use an official FMCSA registration search to confirm that the record belongs to the company.

Review the legal name and registration status.

Do not apply for a duplicate USDOT number merely because the existing record needs correction.

Step 2: Calculate the Filing Deadline

The last digit of the USDOT number determines the normal filing month.

Last digitMonth
1January
2February
3March
4April
5May
6June
7July
8August
9September
0October

The second-to-last digit determines the year.

Odd digits mean odd-numbered years. Even digits mean even-numbered years.

The normal deadline is the last day of the assigned month.

Step 3: Review the Last Accepted Filing

Check the date of the most recent accepted MCS-150 or qualifying related update.

An accepted qualifying update within the 12 months before the scheduled biennial deadline can satisfy that filing.

Do not rely only on the date a form was started or submitted.

A rejected filing is not the same as an accepted update.

Step 4: Determine Whether Temporary Relief Applies

FMCSA temporarily suspended enforcement of biennial updates and related USDOT-number inactivation for deadlines due on or after June 1, 2026.

The relief was announced on September 10, 2026.

The underlying filing obligation remains.

The company should monitor official FMCSA instructions before deciding how to proceed.

Step 5: Review the Legal Business Information

Confirm the legal name, DBA, business address, mailing address, phone number, and other contact information.

Compare the record with current company documents.

FMCSA generally requires reportable changes to be updated within 30 days.

Some legal identity and ownership changes require separate procedures.

Step 6: Verify Operating and Cargo Classifications

Review whether the company is properly identified as a for-hire carrier, private carrier, or another applicable entity.

Check the reported cargo classifications.

Inaccurate operating information can cause confusion during registration and compliance reviews.

Use the transaction appropriate to the actual business activity.

Step 7: Review Power Units, Drivers, and Mileage

Compare reported fleet information with company records.

Confirm power-unit and driver counts and the appropriate mileage reporting information.

Avoid using unsupported numbers.

These fields can affect how certain public safety data and registration information are interpreted.

Step 8: Access Motus

FMCSA launched Motus on May 19, 2026.

Go to MOTUS .

An authorized individual creates a user profile and completes the required The public’s one account for government. | Login.gov identity verification.

Company accounts and individual user accounts serve different purposes.

Step 9: Claim the Existing USDOT Record

FMCSA allows an authorized company official to claim an existing USDOT record in Motus.

The agency instructs existing registrants to use the The public’s one account for government. | Login.gov email previously associated with their company official FMCSA Portal account.

Claiming the record imports company information for review.

It does not issue a new USDOT number.

Step 10: Review Imported Information

Check every relevant field before certifying.

Correct inaccurate information through the appropriate registration transaction.

Some changes may require supporting documents or a different submission route.

Do not assume all changes are processed identically.

Step 11: Manage Authorized Third-Party Access

Motus supports authorized supporting companies that assist with registration tasks.

Grant only the access needed.

Do not share individual The public’s one account for government. | Login.gov passwords.

Review permissions periodically and remove access that is no longer necessary.

Step 12: Submit the Applicable Update

Complete the appropriate biennial or company-information transaction.

Review the certification carefully.

Retain the submission confirmation or reference number.

The company remains responsible for the accuracy of the information.

Step 13: Confirm the Update Was Accepted

A submission acknowledgment does not necessarily establish that FMCSA accepted the update.

Review the company record after processing.

FMCSA directs users to Motus search for registration filings and record activity after May 18, 2026.

Check the accepted date and corrected fields.

Step 14: Review the Public Company Record

SAFER provides a public company snapshot.

Compare available information with the company’s records.

Some public systems may take time to reflect accepted changes.

If the record remains incorrect, follow the appropriate FMCSA support process.

Step 15: Resolve Rejections or Account Problems

If a filing is rejected, identify the reason and correct the underlying issue.

If Motus access is unavailable, use FMCSA’s official support resources.

Avoid opening duplicate support tickets for the same unresolved issue.

Retain records of the correspondence.

What If the USDOT Number Is Inactive?

Determine the reason before submitting.

A prior missed update, voluntary inactivation, or another registration issue may require different action.

FMCSA’s 2026 enforcement suspension does not automatically resolve inactivations that occurred outside its scope.

An inactive USDOT number is also different from revoked operating authority.

Does Filing Cost Money?

FMCSA lists no federal processing fee for a routine MCS-150 biennial update.

Private assistance services may charge separately.

Businesses can complete eligible government transactions directly.

Does MCS-150 Update Operating Authority?

Not necessarily.

A company’s USDOT registration and operating authority are distinct records.

Certain authority changes, reinstatements, and insurance requirements have their own procedures.

Do not assume a biennial update restores permission to operate.

Does MCS-150 Renew UCR?

No.

UCR is a separate annual program for covered interstate transportation businesses.

A company can have an accurate MCS-150 record while still owing UCR registration fees.

Track the two requirements separately.
